The Metropolitan Transportation Authority (“MTA”), on behalf of itself and its subsidiaries, will hold a public hearing pursuant to Article 2 of the New York State Eminent Domain Procedure Law (“EDPL”) on the proposed acquisition of permanent property interests in property in the Borough of Manhattan for upgrades to the New York City Transit Authority traction power system on the IRT Broadway Line (“Project”). The hearing will review the public uses, benefits, purposes, and location of the Project, the impact the Project may have on the environment and residents of the area and will give the public an opportunity to comment on the Project and the proposed Property acquisition.
Description of the project
The Project’s 228th Street Marble Hill Substation is a key component of MTA Construction & Development’s effort to upgrade the traction power system on the IRT Broadway Line. The existing substation, which supplies power to trains running between Manhattan and the Bronx, is outdated and overloaded. Additionally, several of the submarine power cables that once delivered power from the Manhattan substation to the third rail on the Bronx (Marble Hill) side are beyond useful life and currently out of service. The Project will construct a new substation in Marble Hill to maintain uninterrupted train service by supplying power to the third rail for a section of track impacted by the construction on the 225th Street Bridge. Additionally, the new substation will enhance service reliability by providing a redundant power supply for the IRT Line, while also allowing for repair work at the 240th Street Substation without disrupting service. This new substation will also support future upgrades, including the implementation of Computer-Based Train Control. The scope of the project includes building the new substation, installing new feeder cables to the existing third rail, and connecting to the local utility feeder. This public hearing covers the property interests required for the 228th Street Marble Hill Substation.
